Project Overview:

RepresentUs is looking for organizations or individuals with substantial contacts in target states (Arkansas, Florida, Missouri, and Oklahoma) to support Phase 1 of a multi-year project to pass non-partisan redistricting through legislatures or ballot measures in time for the next round of redistricting. Phase 1 is predominantly a scoping effort to identify target states for anti-gerrymandering efforts based on impact, viability, risk and resiliency, financial cost, in-state partnerships, and infrastructure. The Subcontractor will conduct scoping of in-state partners. We welcome applications from individuals and organizations in each state, with no expectation that any individual or organization has expertise in multiple states.

Project Goals:

  • Build and maintain relationships with in-state partner organizations centering around the 2030 redistricting cycle.
  • Gather information about partner interest in redistricting reform.
  • Assess in-state coalition that could be built in advance of the 2030 redistricting cycle, including organizing, legal, and financial capacity.

Scope of Work:

The Subcontractor is responsible for conducting conversations with in-state partner organizations to assess interest in coalition membership in the run-up to redistricting in 2030-2032. The Subcontractor will consult with the political and policy teams at RepresentUs to determine how to compile and report the findings. The Subcontractor should use their own judgement and provide their own assessment of the situation in the state they are assessing.

Evaluation Metrics and Criteria

  • Contacts made with in-state partner organizations, individuals, and legislative bodies.
  • Frank assessment of potential partners’ interests and capacity.
  • Collection of information helpful to gauging viability of potential state effort, including potential political pitfalls.
  • Development of a roadmap for potential initiative success.

Skills/Experience Sought

  • Preexisting network within the target state that can be leveraged to discuss redistricting
  • Ability to mobilize networks quickly to provide an in-depth look at key state stakeholders’ views towards redistricting reform efforts.
  • Entities with LLC or incorporated status are preferred.

Proposal Requirements

  • Qualifications summary
  • Letter of interest, which for organizations should include capacity, mission alignment, and prior experience.
  • Example or examples of relevant work product
  • A clear and detailed description of the work to be performed, including:
    • A schedule of progress and final reports
    • Fees and type of contract (fixed price or time and materials), including payment schedule.
    • Proposed timeline for services by mid-April
    • If applicable, a list of staff who will work on the project and their qualifications

Role Length: Work needs to be completed by mid-April 2025.
