The Bipartisan Policy Center (BPC) is a Washington, DC-based think tank that helps policymakers work across the aisle to craft bipartisan solutions. BPC is currently seeking a Policy Analyst or Research Analyst to support the activities of the Early Childhood Initiative. The Initiative is focused on creating a more comprehensive and sustained approach to improving the quality of care for young children and increasing access to care for families. We are actively engaged on a number of key issues including the modernization and enhancement of child care tax incentives, financing of early care and education, business and parental engagement, and rural child care.

ROLES AND RESPONSIBILITIES

  • Conduct research and analysis on public policy matters related to early care and education.
  • Monitor federal and state fiscal and policy developments and trends.
  • Analyze and visualize data to develop and support research products and policy proposals.
  • Write short pieces including explainers, one-pagers, and blog posts to comment on or explain current events related to the portfolio.
  • Contribute to substantive meetings with external stakeholders including policy experts and congressional staff. Take and synthesize detailed notes to inform project action items (for Policy Analyst).
  • Work with team leadership and BPC’s development team to draft grant proposals and grant reports (for Policy Analyst).
  • Collaborate with communications, advocacy, and events teams to promote and advance the team’s work externally (for Policy Analyst).
  • Assist in the management of external and internal coalitions on relevant policy matters (for Policy Analyst).

QUALIFICATIONS

  • Strong interest in local, state, and federal early childhood policy writ large.
  • Bachelor’s degree and at least three years of relevant experience OR relevant master’s degree and at least two years of relevant experience (for Policy Analyst).
  • Bachelor’s degree and at least two years of relevant experience OR relevant master’s degree (for Research Analyst).
  • Understanding of, or experience working with, national early childhood organizations, early childhood research institutions and groups with interest in the issue.
  • Excellent writing skills and the ability to clearly and concisely summarize large amounts of information.
  • Ability to create informative graphs and charts using Excel and/or other platforms.
  • Ability to communicate clearly and professionally with colleagues and external stakeholders in writing and in person.
  • Preferred:
    • Ability to easily research, access, manipulate, and analyze data from government and other sources especially U.S. Census Bureau, Department of Health and Human Services, and Department of Labor.
    • Experience and/or strong familiarity with state early childhood systems.
    • Experience and/or strong familiarity with Congressional processes and procedures.
    • Experience writing for public audiences and for congressional staff (for Policy Analyst).
    • Experience managing diverse coalitions of stakeholders (for Policy Analyst).

Work Schedule
The work/life balance of employees is a priority for the Bipartisan Policy Center. As a result, BPC is currently operating on a hybrid schedule. Employees at BPC are currently coming into the office three times a week. Exact time and schedules will be determined between an employee and their manager.
BPC offers comprehensive health insurance benefits with a choice of open access HMO, POS, or PPO plan. HMO and POS individual plans have a monthly premium cost share of 10%. Dependent and Family HMO and POS plans are offered with a monthly cost share equal to 20% of the difference between the plan premium and the individual HMO monthly premium. PPO plans are offered with a 20% premium cost-share for all plans.
Additional benefits include 403(b) matching contributions of up to 7% of salary in addition to a non-elective contribution of 2% of salary (both after 90 days of employment); 15 vacation days, 2 personal days, 15 sick days, and 12 holidays per year; education benefits up to $5,250 per year after one year of employment; $2,000 for professional development expenses after six months of employment; Metro benefits of up to $130 per month; Company provided life insurance; and dental and vision insurance coverage with a Flexible Spending Plan.
The salary range for the Research Analyst position is $58,000 – $68,000 and for the Policy Analyst position is $68,000 – $83,000.
